Who can you contact if a landlord won't replace a broken furnace?

I need to know who I can contact to get the landlord to replace the broken furnace. He has stopped returning phone calls and have had no heat for over a week. What can I do? After you receive the bill, make sure you deduct it from your rent, and if your landlord throws a tantrum, which he will, because it sounds like he is a slumlord, let him take you to court, trust me, if you present your case in front of the judge stating that you have been constantly calling your landlord to fix your furnace, the judge will be outraged and will rule in your favor and will probably yell at your landlord for being so in-compassionate and being such a slumlord, besides that is against the Department of Housing and the City as well.
